Putin has simplified the acquisition of citizenship for orphans from the DPR, LPR and Ukraine

Orphans, children left without parental care, and disabled people from the DPR, LPR and Ukraine will be able to obtain Russian citizenship in a simplified manner

President Vladimir Putin signed a decree simplifying the procedure for obtaining citizenship Russian citizenship to orphans from Ukraine and from the Donetsk and Lugansk People's Republics. The document is published on the legal information portal.

The decree applies to children who are left without parental care, and incapacitated people.

According to the document, guardians and trustees of orphans who are citizens of Russia, the DPR, LPR or Ukraine can apply for citizenship. Heads of organizations for orphans and institutions providing educational, medical and social services can also apply for citizenship under the simplified procedure. The decree notes that such organizations should be located in the DPR, LPR, Zaporozhye or Kherson regions of Ukraine.

Residents of the DPR and LPR, which were not yet recognized by Russia, received the right to obtain a Russian passport in simplified procedure at the end of April 2019. The decree stated that this was done for humanitarian purposes. Putin then extended the simplified citizenship regime to the entire Donbas.

On May 25, Putin made it easier to obtain citizenship for residents of the Kherson and Zaporozhye regions of Ukraine, parts of which are under the control of the Russian military. The procedure allows you to reduce the period of residence of a foreign citizen or stateless person in Russia before applying for citizenship— up to a year or less.

Representatives of the pro-Russian military-civilian administrations appointed in the Kherson and Zaporozhye regions said they expected to eventually become part of Russia. Such a possibility is also allowed in the DPR and LPR after the “liberation of the entire territory”. The Kremlin said that the issue needs to be worked out with lawyers, but the decision should be made by residents of these regions.

On January 27, before Russia launched a military operation in Ukraine and recognized the independence of the DPR and LPR, the governor of the Rostov region, Vasily Golubev, announced that more than 720,000 residents of these republics received Russian citizenship under a simplified procedure.
