Russian President Vladimir Putin has appointed his aide and former governor of the Yaroslavl region, Dmitry Mironov, head of the Kremlin commission on civil service and managerial personnel reserve. The decree was published on the portal of legal information.

The same document approved a new regulation on the commission. Mironov was instructed to submit proposals on candidates for inclusion in this advisory body within 30 days for the President's approval.

Mironov is 53 years old. Since 1990, he served in the KGB, then in the FSO. He was Vladimir Putin's personal adjutant, working in the Presidential Security Service, an interlocutor close to the Kremlin previously told RBC. In July 2016, Mironov became the governor of the Yaroslavl region. Five years later he was appointed Assistant to the President. In this post, Mironov oversaw the personnel issues of the power bloc. He was responsible for coordinating personnel appointments to senior positions of all power structures, except for the Ministry of Defense, as well as for awarding and conferring titles.

The Civil Service Commission, which will now be headed by Mironov, was created in 2013. According to the updated regulation, this commission should prepare proposals to the president “on improving the legal and organizational support of the civil service, on developing state policy in the field of formation and effective use of the reserve of managerial personnel and on the strategy for developing Russia's human resources potential.” The composition of the commission is approved by the president.
