Head of the Ministry of Education and Science Falkov: both bachelor's and master's programs will remain in Russia />
The introduction of a “unique education system” in Russia does not mean a ban on undergraduate and graduate programs, but universities will be able to abandon them in favor of a specialist. This was stated by the Minister of Education and Science Valery Falkov in an interview with Kommersant.
He named three reasons for leaving the bachelor's and master's programs:
- Russian graduates of schools ” ;sympathize with these formats of education”;
- many Russians have received a bachelor's degree, but without a master's degree they will not be able to advance further, since there are qualification requirements for positions;
- this is an understandable format of education for foreign students who can come to study in Russia and then return to their home country to continue their studies.
Nevertheless, the reform provides that in a number of specialties there will be only a specialist. Among them: doctors, engineers, as well as such new areas as medical microbiology, fundamental and synthetic biology, special chemical technologies.
Falkov also stated the need to correct “obvious flaws”; and «bring more order» in magistracy. He pointed out that now a person without a specialized education can enter a completely different magistracy
“Now the law provides such an opportunity, so it’s better to fix it from the very beginning so that there are no such tricks. You look at economists and lawyers— how many people are now entering the magistracy with a non-core education? How much in management? And as a result, we have a drop in quality, — he emphasized.

According to him, this is not about introducing a direct trajectory, but about the fact that bachelors can only enter “profile close” directions of training.
Speaking about changes in the content of educational programs, Falkov noted that they need to be made “more flexible”.
“Our task— provide an opportunity for more efficient interaction between universities and industry. From the economy obviously comes a request for the flexibility of educational programs and training formats, — stressed the head of the Ministry of Education and Science.
He agreed that the Bologna system has a number of advantages, for example, the mobility of teachers and students. According to the minister, Russia is ready to support and develop this in every possible way. However, he recalled that “colleagues in the European Higher Education Area” unilaterally refused to cooperate with Russian universities.
On May 31, the Ministry of Education and Science of Russia recommended that Russian universities refrain from cooperation within the framework of the EU student exchange program Erasmus+. The department recalled that in early April, the Council of the European Union banned the provision of financial and other types of support to Russian state universities through programs funded from the European budget.
Earlier, Falkov announced the plans of the department to abandon the Bologna system and develop its own system of higher education, which should be based on the “interests of the national economy”.
Rector of Moscow State University. M.V. Lomonosov Viktor Sadovnichiy said that education systems that are not typical for Russia, including the Bologna system, contributed to a decrease in the quality of education in the country.
The Bologna process provides for the creation of a single European higher education area. Russia joined the process on September 19, 2003.
