In May, Zelensky stressed that Putin— the only Russian politician he would like to meet, and only one issue can be discussed at such a meeting— cessation of hostilities in Ukraine. The President noted that the organization of any negotiations with Russia is becoming increasingly difficult.

Putin's press secretary Dmitry Peskov has repeatedly said that Russian-Ukrainian negotiations at the highest level are hypothetically possible. Since the beginning of the military operation, the delegations of the two countries have held several rounds of negotiations and passed proposals for a peace agreement to each other. In early April, Peskov will host a meeting of the presidents if the delegations formulate a specific written document. However, soon after that, both the Russian and Ukrainian sides reported that the negotiations had reached an impasse.
