In Ukraine, the procedure according to which the permission of the military commissar is required to leave the regions for military service was canceled. This is stated in the response of the Ukrainian Ministry of Defense, which was published by People's Deputy Oleksandr Fedienko, UNIAN reports.

According to the decision of the Commander-in-Chief of the Armed Forces of Ukraine, this procedure is being finalized “taking into account changes to legislative acts.”

On July 6, the TV channel “Ukraine-24” said that President of Ukraine Volodymyr Zelensky instructed the General Staff of the Armed Forces of Ukraine to lift the restriction on the right of those liable for military service to leave the place of registration without notifying the military registration and enlistment office.

According to the channel, Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny reported to the Ukrainian leader about his initiative to limit the rights of those liable for military service. However, Zelensky recalled that only the government has the right to restrict the constitutional rights of citizens during martial law.

The day before, the General Staff of the Armed Forces of Ukraine confirmed the information that it was possible for conscripts to leave their place of residence only with the permission of the military commissar. According to the General Staff, the norm of the law of Ukraine “On military duty and military service”, which has been in force since 1992, provides for this.

The message provoked criticism from politicians and civil activists, in particular, fears were expressed that because of this norm in the country “the whole business will stand up.” Criticism was mainly addressed to the commander-in-chief of the Ukrainian army, Valeriy Zaluzhny.

“I see that there are different assessments of such a decision, there is misunderstanding and indignation. I instructed the Minister of Defense, the Chief of the General Staff and the Commander-in-Chief of the Armed Forces of Ukraine to report to me tomorrow all the details regarding the decision on the procedure for obtaining permits. I ask the General Staff not to make such decisions without me in the future, », — he said on July 5.

Vladimir Rogov, a member of the main council of the military-civilian administration (MAC) of the Zaporozhye region, in turn, suggested that the citizens of the Zaporozhye region liable for military service go to the territories under Russian control in order to avoid conscription.
